The Chief Medical Officer ( CMO) position at Neighborhood Health Plan of Rhode Island ( Neighborhood) provides the opportunity for a physician leader to impact and influence the care of vulnerable patient populations. The CMO will lead the development of all of Neighborhoodâs Clinical Programs - including quality management, pharmacy, medical management, and behavioral health. He or she will assure their effectiveness, coherency and consistency with Neighborhoodâs mission, vision and values. The new CMO will have the opportunity to lead the clinicians through several major new initiatives, including the growth of programs to serve the dually-eligible ( Medicaid/Medicare), Medicaid expansion ( adults with low income without dependents), and Rhode Island Exchange populations. This will likely double Neighborhoodâs current revenue within t! wo years and lead to a sixty-percent increase in membership wi! thin a little over two years. T he CMO has the responsibility to maintain and the opportunity to extend the Planâs work with its historic core population, Rite Care.
Neighborhoodâs mission is to partner with RIâs Community Health Centers ( CHCs) and others to secure access to high quality, cost-effective health care for Rhode Islandâs at-risk populations. Neighborhood was founded in December of 1993 by the CHCs and currently serves more than 92,000 members, 66 percent of the Medicaid managed care market in Rhode Island. Reporting directly to the CEO, the Chief Medical Officer ( CMO) of Neighborhood will serve as a member of Neighborhoodâs Senior Leadership Team and be responsible for the clinical vision of the company. He or she must ensure that revenue enhancement, expense reduction, and quality and service improvement efforts of the company are effective and consistent with our clinical vision. The CMO will lead the development of all of Neighborhoodâs Clinical Programs - including quality management, pharmacy, medical management, and behavioral health. The CMO will ensure that Neighborhoodâs management practices and operations address the clinical and operational realities of Neighborhoodâs members and contracted clinicians. Along with other Senior Leadership members, the CMO will help lead corporate planning and capacity building efforts to improve organizational performance.
CMO candidates must demon! strate outstanding and relevant prior experience increasing access to a! nd quality of community-based medical services for Medicare/Medicaid-eligible populations. The ideal candidate will be a Physician with Primary Care Training - Board Certified in Family Practice, Internal Medicine, Pediatrics, or Obstetrics. A graduate degree in public health or management is preferred but not required. Experience in a behavioral health and/or geriatrics patient population would be a plus.
The right person will have served as an effective change agent leading an organization through times of transition. He or she will have at least five years of medical leadership experience, ideally at an HMO, managed care organization, or community health center, with budgetary, quality management, and supervisory experience. He or she must be mission driven, with commitment to NHPRIâs mission, vision, and values.
